Scientific research depends for a great deal on government, corporate or private funding. Reseachers have to think commercially, and "sell" their project to raise funds. Choice or non choice of research project topics is influenced by the possibility of available funds, and funders will only support research which results might be commercially attractive.
DND doesn't have such commercial purposes, and supports research on the basis of significance for the greater good.
